  • 1 cup fennel bulb, diced
  • 2 celery stalks- chopped
  • 2 large carrots, peeled and diced
  • 4 garlic cloves, rough chopped
  • 2 teaspoons salt
  • ½ teaspoon fresh pepper
  • ½ teaspoon dried oregano
  • 1 teaspoon red pepper flakes
  • ¼ cup tomato paste
  • 14-ounce can diced tomatoes ( or sub 1 ½ cups diced tomatoes)
  • 1 ½ cups dry white wine
  • 6 cups fish stock ( or chicken stock-see notes)
  • 2 bay leaves
  • 1 pound mussels
  • 1 pound manilla clams
  • ½ pound scallops or shrimp
  • 1 pound firm fish- black cod, sea bass, halibut
  • ¼- ½ cup fresh parsley ( or basil) chopped
  • optional additions (lemon juice, clam juice, fish sauce, anchovy paste – see notes)
